Pradhan Mantri Awas Yojana (PMAY): Gramin vs Urban 2.0 — Eligibility, Benefits, and How to Apply

Pradhan Mantri Awas Yojana (PMAY) is the government's mission to give every family a permanent (pucca) house. It runs in two parts — PMAY-Gramin for rural areas and PMAY-Urban 2.0 for towns and cities — and the help they offer is quite different. This guide explains both so you can find the one that fits.

PMAY-Gramin (rural)

PMAY-G is for rural families who are houseless or living in a kutcha (temporary) house. Instead of a loan subsidy, it provides direct cash assistance for building a pucca home.

What you get

  • A one-time construction grant of ₹1.20 lakh in plain areas and ₹1.30 lakh in hilly, difficult, or IAP areas
  • Additional support for a toilet (under the Swachh Bharat Mission)
  • Up to around 90–95 days of unskilled wage support through MGNREGA during construction

Who is eligible

  • Rural households that are houseless or in inadequate (kutcha) housing
  • Within the scheme's income limit (around ₹1.20 lakh per year)
  • Excludes families with a government employee or an income-tax payer, and those who already own a pucca house

Documents you need

  1. Aadhaar number and a self-attested copy
  2. MGNREGA job card
  3. Bank account details
  4. Swachh Bharat Mission (SBM) number
  5. An affidavit stating you do not own a pucca house

How to apply

Applications are made through the PMAY-G portal or your local government / Gram Panchayat office. Eligible beneficiaries are identified from the verified rural housing list, so registration usually starts with the Panchayat or block office.

PMAY-Urban 2.0 (towns and cities)

PMAY-U 2.0 was launched in September 2024 with a target of 1 crore urban homes over five years. For most buyers, the headline benefit is the Interest Subsidy Scheme (ISS) on a home loan.

What you get (Interest Subsidy Scheme)

  • A 4% interest subsidy on the first ₹8 lakh of your home loan
  • Paid in five annual installments, with a maximum benefit of about ₹1.80 lakh
  • This lowers your EMI for the subsidised portion of the loan

PMAY-U 2.0 also has other verticals — Beneficiary-Led Construction (BLC), Affordable Housing in Partnership (AHP), and Affordable Rental Housing (ARH) — for those building on their own land or seeking affordable rental units.

Who is eligible (income categories)

Category Annual household income
EWS (Economically Weaker Section) up to ₹3 lakh
LIG (Low Income Group) ₹3 lakh – ₹6 lakh
MIG (Middle Income Group) ₹6 lakh – ₹9 lakh

For the interest subsidy, the house value should not exceed ₹35 lakh and the loan amount should be under ₹25 lakh. The family should not already own a pucca house anywhere in India.

How to apply

Apply on the official PMAY-U 2.0 portal, or through your bank / housing finance company when taking the home loan — they process the interest subsidy claim. You will need identity, income, and property documents.

Gramin or Urban — which applies to you?

  • Live in a village and need help building a house? → PMAY-Gramin (direct cash assistance)
  • Live in a town or city and are taking a home loan? → PMAY-Urban 2.0 (interest subsidy)

Frequently asked questions

Can I get both a PMAY-G grant and a PMAY-U subsidy? No. The two are for different locations and purposes; you apply under the one matching where you live and what you need.

Is the PMAY-Gramin money a loan? No. It is a direct grant for construction — you do not repay it. PMAY-Urban's main benefit, by contrast, is a subsidy on a loan you take.

Does owning a small plot disqualify me? Owning land is fine — in fact PMAY-G and the BLC vertical of PMAY-U help people build on their own land. The disqualifier is already owning a pucca house.

How long does approval take? It varies by state and vertical. Rural assistance is released in installments tied to construction stages; the urban interest subsidy is disbursed annually over five years.
