What the scheme gives you
Construction work is dangerous, and a permanent disability can end a worker’s earning overnight. Delhi’s Building & Other Construction Workers Welfare Board runs an ex-gratia payment for exactly this situation: a registered worker who becomes permanently disabled receives a one-time cash grant of ₹1,00,000. It covers disability from an accident as well as from conditions such as paralysis, leprosy or TB, and is paid on top of the Board’s other welfare benefits.
The Board also runs a separate disability pension (reported at ₹3,000 a month) for permanently disabled members, so it is worth asking whether you qualify for both the one-time payment and the monthly pension.
Who can claim
The payment is for registered Delhi construction workers. You qualify if:
- You are registered with the Delhi Building & Other Construction Workers Welfare Board and your membership is active
- You are between 18 and 60 years old
- You had at least 90 days of construction work in the previous year
- You are not an income-tax payer or a government employee
- The disability is certified as permanent by a government doctor
The one document that decides your claim
Everything turns on the Permanent Disability certificate. It must come from a government doctor or government hospital and clearly state that the disability is permanent. A certificate from a private clinic will usually be rejected, so get it done at a government facility from the start — it saves a round of re-submission.
How to claim
If you are not yet registered, register on the Board’s portal at bocw.delhi.gov.in with your Aadhaar, pay the ₹25 registration fee, and add your bank and work details. Once registered, log in, open the ex-gratia / disability benefit, upload the permanent-disability certificate and your documents, and submit. Make sure your bank account is Aadhaar-seeded so the payment can be transferred, and note your application number to track the status on the Board’s homepage.
